1. Vistancia, North Peoria
Score: 73.7
Vistancia is a master-planned community located on the northern outskirts of Peoria. Its modern buildings and spacious family homes sit against a backdrop of open desert and mountain views. It’s farther from downtown Peoria than most parts of Glendale, but in exchange for proximity, or lack thereof, residents receive peace of mind – Vistancia is highly rated for safety and offers a firm sense of community. Plenty of Valley neighborhoods boast hiking trails, but how many have a lake? Just minutes away, Lake Pleasant Regional Park offers boating, fishing and wide-open water views. Add in parks, pools, good schools and stargazing-worthy skies, and it ranks as highly as any West Valley neighborhood in our study.

Perfect 10/10 scores for Health and Nature/ Fitness.

2. Arrowhead Lakes, Northern Glendale
Score: 71.9
Desert waterfront living? Arrowhead Lakes makes this paradox a reality. This Glendale enclave is built around a chain of sparkling man-made lakes, where kayakers paddle past backyard docks and fishermen cast lines beneath a mountainous skyline. “The opportunity to live on the lake or one of the water inlets is a huge draw,” says West Valley realtor Michelle Seymour. Just beyond the water’s edge, Arrowhead Towne Center and nearby golf courses offer plenty of activity, while Thunderbird Conservation Park’s rugged trails add a pinch of adventure. Sports fans aren’t far from the action, either – State Farm Stadium and Desert Diamond Arena are just a short drive away. With high home values and access to plentiful entertainment venues – plus an annual boat parade! – this is the place to drop anchor for those craving lakeside serenity without sacrificing big-city energy.

3. Palm Valley, North Goodyear
Score: 60.2 
Along the northern edge of Goodyear, Palm Valley unites high-style living with a love of the great outdoors. Golfers tee off at the sprawling 27-hole Palm Valley Golf Club, where palm-lined fairways and water holes provide a resort-caliber backdrop. Families and active residents, in turn, claim Palm Valley Park’s sports courts or lounge under ramadas with ample tree shade. Nearby Goodyear Community Park hops with activity, from pickleball games to playground antics. When hunger strikes, Palm Valley Pavilions West offers dining and shopping just down the street. With recreation just around every bend, advanced medical services and a thriving job market bolstered by a growing tech sector, life here is anything but stagnant.

4. Verrado, Central Buckeye
Score: 57.7
When Verrado, conceived as a 21st-century version of a midcentury Midwestern hamlet, complete with a Main Street and annual Founder’s Day celebration, sold its first home 25 years ago, it felt a little like a lunar colony – no restaurants and few amenities outside of a terrific golf course. No longer the case. “I almost feel like I don’t have to leave my island here,” says resident and real estate agent Michelle Seymour, who’s lived here long enough to remember Verrado before local gems Ciao Grazie and Tempo Urban Bistro emerged as the town’s culinary fixtures. Add festivals, farmers markets, concerts, 26 miles of hiking trails and the scenic Verrado Golf Club, and it’s plain to see that Seymour and other Verrado pioneers chose wisely.

Perfect 10/10 mark for Nature/ Fitness.

“Personally, I was drawn to Verrado for its closeness to the White Tank Mountains,” says the 20-year resident, who also praises the community’s new wave of restaurants and galleries. But the Tanks remain central to his love for the ‘hood: “There’s a group of us that believe creating an amphitheater and botanical garden could really enhance our city life here.”

5. Coldwater Springs, Central Avondale
Score: 57.25
Suburban luxury meets heart-pumping excitement in this Southwest Valley enclave. Tucked away in Avondale just south of the I-10, this relaxed neighborhood is just minutes from Phoenix Raceway, where NASCAR fans can feel the rumble of stock cars racing around the mile-long track. For those who wish to get behind the wheel, the Richard Petty Driving Experience offers the chance to let your inner racecar driver run wild. If a relaxed tempo is more your style, tee up at Coldwater Golf Club or unwind at Friendship Park, where soccer fields, a Japanese garden and a splash pad provide something for everyone. Priced moderately, with scant crime, plenty of pocket parks and top-rated schools, Coldwater Springs excels in education and community, making it an excellent place for new families to put down roots.

More than 90 percent of Coldwater’s homes were built after 1999.

How We Ranked Them

The fastest growing U.S. metro from 1970 to 2000, Greater Phoenix continues to draw residents at an astounding clip, adding 85,000 people in 2024 alone. But the pace of physical expansion has slowed, creating infill pressure that has forced neighborhoods to coalesce around entertainment districts, tech hubs and other hallmarks of a thriving urban community. Whether you wish for the highest rated schools, proximity to outdoor activities or a lively arts scene, this semi-scientific guide attempts to quantify it all. Focusing on seven key criteria drawn from various public data sources, our researchers aggregated the scores and found the highest performing housing regions in each of the Valley’s four distinct quadrants: Phoenix, East Valley, West Valley and Scottsdale, selecting the neighborhoods that scored highest and capping the list at 25. Ultimately, it’s just about discovering that perfect spot where convenience and lifestyle intersect – and why can’t you get a little enjoyment out of it, too?

  • Key: Housing (18%): Average real estate value and homeownership rate.
  • Community & Education (12%): Number of schools per 1,000 children; public library access within 5 miles; and inclusion in one of the seven top school districts in the Phoenix metro area.
  • Health (12%): Proximity to trauma centers, emergency rooms and urgent cares.
  • Employment & Income (12%): Unemployment rate and average household income levels.
  • Entertainment & Culture (17%): Number of 4-or-more-star Yelp restaurants, live music venues, museums, theaters and major sports facilities within a 5-mile radius.
  • Safety (17%): Crime index score based on overall crime rates.
  • Nature/Fitness (12%): Number of hiking trails, state/regional parks and public golf courses within 5 miles.
  • Rule of 100: All scores represent a weighted aggregate of our seven criteria, with 100 representing a perfect score.
